Can someone explain why this is happening?

Hi, I am not new to 3D Printing but this issue is definitely new to me. It happens on all prints. Some are “hairier” than others. But I also get these wing-like structures forming between gaps. Like thisI am printing on a Makerbot 5th generation (Yes i know, but this never happened before) with 1.75 PLA. Basic Settings are 220 degrees C extruder. 3 perimeters, 50% infill. Travel speed 175 mm/s. My shell starting point is not fixed. I also kicked up my retract distance to 3 mm at 50 mm/s. I see settings for ooze distance and ooze path length.
